Born Cranbrook, Kent in 1939, son of Frank Kemp (born 27 June 1902), a bus conductor and his wife Violet Julia née Guess (10 April 1901-1998), who married at West Ashford, Kent in 1934 . Doug studied art at Walthamstow College of Art, St Martinís School of Art, London 1978-1982 and the Royal Academy Schools 1982-1985. His career eventually expanded into international exhibitions, lecturing at Loughborough College of Art, Glasgow School of Art and the Royal Academy Schools until his early retirement and return to full time painting and a move to Bramford, Suffolk in the 1990s. A colour and line man, he produces work as acrylic painting on canvas, works on paper and linocuts, his work is graphic bold, and colourful reflecting a passion for celebrating everyday life from romance and sit-coms to Chicago gangsters and was elected a Fellow of the Royal Society of Painter-Printmakers in 1989. His solo shows include Gainsborough's House, Sudbury in 1997; Gallery Daniel Wahrenberger, Zurich in 1998 and 2003; Star Gallery, Michigan City, Illinois, USA in 2006 with recent exhibitions at Mandells Gallery, Norwich and RE+New Gallery Woodbridge, Suffolk and in 2015 at Gallery 1, Wingfield Barns, Suffolk and also regularly exhibits with the Royal Academy 'East Anglia Group'. He has his studios at The Old Forge, The Street, Chelsworth, Suffolk
