He studied at the University of Leeds 19741978 obtaining a Bachelor's Degree, Psychology and although Frank had no formal training in painting, his works are mostly non-figurative and predominantly feature water in some form and are largely imagined and is best known as a landscape painter. He married at Camden, London in 2001, Deborah A. McKay and had his studio at September Barn, Kiln Farm Lane, Rickinghall, Suffolk and after 14 years living in Suffolk, together with his film producer wife Debbie, in 2012 the moved to Bernard House Barn, 4 Back Lane, Great Bircham, King's Lynn, where he has convenient access to a wonderfully varied and real Norfolk coast and now confronts the subject which he had previously invented. In Norfolk he has focused more towards photography learnt through few extremely gifted and original photographer friends.
